Greene said Friday that he was accused of removing an opponent’s sign on Indian Street in Midland, but neither he nor anyone from his campaign removed that sign.

He said he was contacted again Friday regarding a sign on Patrick Road.

“I take personal responsibility for removing a sign from a parcel of property that I believed to have been owned by someone that I had been given exclusive permission to place my signs,” Greene said in a statement. “I have since learned that it was not owned by that individual. The sign has since been returned by me to the location and the candidate contacted, with apology.

The Michigan State Police investigated and sent a report to Carpenter for his review.

Carpenter said the law that would apply in this case allows that if someone takes property because he honestly believes that he has a right to take it, it is not a larceny, even if the person who took it was mistaken.

“There is an old saying that I believe is most applicable to this situation, and it says, ‘It is not good to have zeal without knowledge nor be hasty and miss the way,’” Carpenter said. “That is what I believe happened here. In this case, I believe Mr. Greene’s actions were hasty but not criminal. Mr. Greene could have contacted the owner of the property prior to removing Mr. Stephenson’s sign. He could have contacted Mr. Stephenson prior to the removal. He also could have contacted the city attorney’s office regarding campaign sign violations. Mr. Greene did not contact either individual nor the city attorney, that was a mistake.”

There also have been rumors circulating regarding Greene’s employment at the Midland County Central Dispatch about 20 years ago.

“It was a internal policy violation where I simply shared with someone — my mother — that someone had a warrant,” he said, explaining he violated an internal confidentiality policy, not a criminal law. The violation resulted in his termination.
